No, people who have ginger hair are not the same as everybody else. They have ginger hair rather than, perhaps, brown, or blonde. If one could assess a default hair colour then ginger people, if it were ginger, would be the same as everyone else.
As such, racism is very much based on race. You could maybe get 'hairism'....
